October 2026 split the industry in two. At the top, gigawatt AI campuses came online and neoclouds borrowed billions against GPU contracts. At the bottom, the software most small hosts run on got another price rise, the .us registry changed hands for the first time since 2001, and regulators from Washington to Jerusalem started deciding who pays for power.
What happened
Control panels and the registry world
WebPros published its 2027 licensing guides in the first week of October.
- cPanel's guide is "Valid from December 16, 2026", so the rise lands before year end. Against cpanel.net's prices on October 26, 2026: Solo $29.99 to $32.99 (+10.0%), Admin $35.99 to $38.99 (+8.3%), Pro $53.99 to $58.99 (+9.3%), Premier $69.99 to $76.99 (+10.0%), and each account above 100 from $0.49 to $0.55 (+12.2%). A Premier server with 300 accounts goes from $167.99 to $186.99 a month.
- WHMCS's guide is "Valid from Jan 1st, 2027": Plus (250 clients) $39.99, Professional (500) $62.99, Business 1,000 $99.99, Business Unlimited $2,399.99. webhosting.today's October 8, 2026 comparison with the 2026 guide puts the rises at 11% to 20%, with the 50,000-client tier and above at the full 20%.
- Plesk, per the same report of the Plesk 2027 guide, goes to $18.99 (Web Admin), $33.99 (Web Pro) and $73.99 (Web Host) from January 1, 2027, with one price for VPS and dedicated. Plesk's 2026 guide lists $16.99, $29.99 and $62.99 (VPS) or $69.99 (dedicated), so Web Host on a VPS rises 17.5%.
The .us change is not what early chatter suggested. On October 1, 2026, NTIA named Identity Digital administrator of .us, with more than 2 million names; GoDaddy's Registry Services LLC had run it since 2001. Domain Name Wire reports a 36-month base contract, a transition of up to nine months and a $6.50 wholesale price. Nothing in the NTIA release, GoDaddy's post or DNW's coverage mentions WordPress or Automattic.
Hyperscale builds and neocloud money
- On October 19, 2026, Meta's engineering team said phase one of Prometheus in New Albany, Ohio, is complete and trained its Muse models. The site runs hundreds of thousands of GPUs across several buildings, heading for about 1 million, at 120 kW per GB200 NVL72 pair of racks, 135 kW per GB300 rack and over 170 kW per Vera Rubin rack.
- Nebius closed a $3.5 billion senior secured facility from Citi on October 22, 2026: 364 days at Term SOFR plus 2.75%, stepping to 3.50%, backed by more than $40 billion of contracts with Microsoft and Meta and about 1 GW of Vera Rubin capacity planned for 2027.
- Lambda closed a $1.008 billion delayed-draw term loan on October 1, 2026, at 6.78% fixed to May 30, 2033, secured by the GPU servers it funds and their contracted cash flows.
- Bloomberg reported on October 19, 2026 that Nscale and Anthropic are negotiating a second deal of about $45 billion for a 460 MW second building at the Monarch campus in Mason County, West Virginia, after a first $45 billion deal in August. Microsoft had dropped plans to anchor Monarch when the grid connection slipped into the 2030s. This is a report, not a contract.
- Heatmap counted at least $260 billion of US data center investment cancelled in 2026 after local opposition as of October 6, 2026, about $130 billion of it in the third quarter, and calls that an undercount.
Power, grids and regulation
- NPR reported on October 1, 2026 that PJM's Independent Market Monitor estimates data centers have cost PJM's 67 million ratepayers about $29 billion over roughly the past two years.
- The House passed the Ratepayer Protection Act (H.R. 9340) on September 16, 2026, 417-3; it asks states to consider making loads of 100 MW or more cover incremental grid costs. On September 30, 2026, Senators Capito, Lee, Whitehouse and Heinrich introduced S. 5653, a permitting bill that would directly require loads of 20 MW or more to cover incremental transmission costs and post financial assurance before upgrades are built. No vote is expected before the November 3 midterms. In Bisnow's October 18, 2026 reporting, large developers accept the cost for certainty, while Host Digital's CEO called speculative upfront capex "a death knell" for smaller ones.
- Google contracted 3,590 MW from Constellation in PJM on October 6, 2026: 890 MW over 20 years from uprates at 11 reactors, first power in 2028, plus 2,700 MW over 15 years. Reuters notes PJM capacity prices are up more than 11-fold since 2024 and that PJM wants data centers to bring their own power or accept shutoff at peak.
- AEP and X-energy agreed on October 19, 2026 to evaluate twelve 80 MW reactors (960 MW) at the former Breed coal site in Sullivan County, Indiana, funded by Amazon as offtaker. No dates or costs were disclosed.
- Israel's Electricity Authority is moving to cap each new data center at 200 MW. Calcalist reported on October 14, 2026 that developers have requested 27,000 MW of connections against 18,800 MW of installed generation, including 50 sites above 200 MW. HostingJournalist's October 19 summary adds a guarantee of NIS 2 million per MW requested. A three-week consultation follows; nothing is final.
- Finland's Supervisory Agency ordered Google to halt preparatory work at its Muhos and Kajaani sites by October 23, 2026, pending environmental assessments, after more than 300 hectares of forest were cleared.
Physical risk
Ukrainian drones hit Yandex's Sasovo data center in Ryazan overnight on October 8, 2026, starting a fire and taking down Russian Railways and MegaFon web services, then its Kaluga site on October 9. Yandex said several Kaluga modules were "completely disabled" and it was "very difficult at this point to give a timeline for restoring equipment". President Zelensky called the strikes a symmetrical response to Russian strikes on Kyiv server facilities.
Where it is heading
Power is the gate. Every large item above runs through a grid queue or a regulator: Microsoft's Monarch timeline, PJM's 11-fold capacity price, Israel's 27 GW of requests, Finland's stop order, $260 billion of cancellations. The US policy direction is to pin incremental costs on loads above 20 MW or 100 MW and demand collateral first. That shields small customers from new costs; the rises already in PJM capacity prices stay.
Panel licensing keeps climbing at roughly 10% for cPanel and 12% to 20% for Plesk and WHMCS, with the per-account overage rising faster than the tiers. For a reseller with a few hundred accounts the panel and billing stack now rivals the hardware bill, which is why alternatives get evaluated at every renewal.
AI capital is flowing to a handful of campuses, financed against named contracts and the GPUs themselves at 6.78% fixed or SOFR plus 2.75% to 3.50%. None of it touches the ordinary dedicated and colocation market, which stays a commodity priced on power, space and bandwidth.
If you are buying a dedicated server or colocation this quarter
- Expect licence pass-through. cPanel's rise hits December 16, 2026, Plesk's and WHMCS's on January 1, 2027. Ask whether the quote includes the panel at 2027 rates and whether it is passed through at cost.
- Count accounts, not servers. cPanel overage goes to $0.55 per account; Plesk's VPS and dedicated prices merge. Consolidating now changes the January bill.
- Read the power clause. Ask whether power is metered or flat, whether capacity charges pass through, and what notice applies to price changes.
- Weigh location. PJM territory (13 states plus DC) carries the capacity cost exposure above; Israel's framework is unsettled; sites near active conflict can lose whole modules in a night.
- Discount reported deals. Nscale's second $45 billion and the Indiana reactors are talks and studies, not capacity you can lease.
